When a concierge program gets replaced, it is almost never because of a dramatic security breach. It is one of two failures, and both are staffing problems rather than policy problems.
Too rigid. The officer treats residents like suspects, challenges people who live there, and turns the lobby cold. Nobody files an incident report about it. Complaints go to the board instead, and within a few months the building is quietly shopping for a new vendor.
Too familiar. The opposite failure, and the more expensive one. The officer settles in, knows everyone by name, stops checking, and holds the door for whoever walks up behind a resident. That is the exact path an unscreened contractor or a package thief takes to the elevator, and it develops slowly enough that nobody notices until something goes missing.
Screening for the middle of that range is most of the work. We staff concierge desks for continuity, because an officer who knows the building spots what does not belong, and we supervise against the drift toward too familiar rather than assuming it will not happen.

The real work is a running picture of who belongs in the building today: which residents are travelling, which units have contractors scheduled, which guests are expected and by whom, what was delivered and to where, and who was turned away last night and why.
Almost none of that lives in a system. It lives with whoever is on the desk, which makes shift handover matter more at a concierge post than anywhere else in the industry. An officer who inherits nothing starts every shift blind, and a blind desk waves people through.
